H.E. Hasan Murat Mercan
Deputy Minister of Energy and Natural Resources, Republic of Turkey

Mr. Mercan graduated from Department of Industrial Engineering, Faculty of Engineering of Bogazici University in 1981. Mercan received his Master's Degree from the same Department in (1983). He worked as a Research Assistant at Anadolu University between 1981-1985. He completed his Ph.D in the Department of Decision and Information Sciences, University of Florida, USA in 1989-1992.
Mercan worked as an Assistant Professor in the Department of Management at Cleveland State University and Bilkent University. He became an Associate Professor at Bilkent University.
Dr. Mercan is a Founding Member of AK Parti (Justice and Development Party).
He was a Member of the Central Decision Making and Administrative Board (2001-2009).
Mercan was selected as a Parliamentarian from Eskisehir during the 22nd and 23rd terms of the Parliament, held the positions of Chairman of the Turkish Delegation to the Parliamentary Assembly of the Council of Europe (PACE) and the European Interparliamentary Defense and Security Assembly (IESDA) and Vice-President of the Parliamentary Assebmbly of the Council of Europe. (2002-2007).
He was the Chairman of the Committee for Foreign Affairs of the Turkish Grand National Assembly during the 23rd term of the Parliament (2007-2011).

During 1972 Haritonova graduated the Technical University in Sofia, field Electric Engineer. Received an after diploma qualification on a programme for management of economy and energy at the University of National and World Economy and A.T. Karney (Denmark). During 1995 and 1997 Haritonova specialized in the World Bank, also in 1999 in PAI and the University of Bath, London. During 2003 gained knowledge in the Academy for International Economy in Berlin.

Her professional career Evgenia Haritonova began during 1972 in "Techenergo" AD. She has taken leadership positions in the National Electric Company. During 1999 together with her colleagues she created the State Energy and Water Regulatory Commission. From 2010 up to the moment she is a member of SEWRC.

Megan Richards

Megan Richards
Deputy Director General, DG Connect, European Commission

Megan Richards has Bachelor of Science, Bachelor of Laws and Master of Public Administration degrees and is a member of the Bar of New York. 

She has worked for the United Nations Development Programme in Africa, the Inter-American Development Bank in Washington, the Government of Canada and private law firms. In 1991 she joined the European Commission, initially working on programmes relating to SMEs.  For a number of years she was Head of Unit of Administration and Finance dealing with legal, contractual, and financial issues relating to research projects in the Research DG and from 2002 to 2006 she was the Head of Unit for dealing with legal, regulatory and contractual issues relating to the European Union research Framework Programmes. In September 2006 she became Director of Resource Management in the Commission's Joint Research Centre, in May 2009 was appointed Director of General Affairs in the Commission's Directorate General for Information Society and Media (INFSO) and in April 2011 became Director of Converged Networks and Services. From February to September 2012 she was acting Deputy Director General in DG Communications Networks, Content and Technology (CONNECT). She is Director for Coordination.

Jean-Marc Peterschmitt
Managing Director, Central and South Eastern Europe, EBRD

Jean-Marc Peterschmitt, born 1963, is Managing Director, Central and South Eastern Europe, responsible for EBRD’s activities in 15 countries of operation.

Mr Peterschmitt joined the EBRD in London in 1992 in the Municipal and Environmental Infrastructure team and then moved to the South-Eastern Europe group, where he worked on corporate debt and equity transactions.  In 1998 he moved to Sofia to become the Country Director for Bulgaria. In 2001, he returned to EBRD’s headquarters as Country Director for the Western Balkans. He joined EBRD’s Financial Institutions business group in 2004 as Director for Bank Relationships and then in 2009 as Director, EU & Ukraine, responsible for all business with banks in the EU countries of Central Europe and Ukraine, as well as overseeing the relationship with key Western strategic banking groups. Mr Peterschmitt was appointed Managing Director, Central and South Eastern Europe on 1 April 2011.

Prior to EBRD, Mr. Peterschmitt worked at the Ministry of Agriculture and Rural Development in France, working on water and wastewater infrastructure development for rural municipalities.

A French national, Mr Peterschmitt holds an MBA with distinction from INSEAD and graduated in agricultural and rural engineering from AgroParisTech in Paris (Institut National Agronomique and Ecole Nationale du Génie Rural, des Eaux et des Forêts).

Michael Davey
Director for Turkey, EBRD

Michael Davey first took up his responsibilities at the EBRD in 1993 as a Senior Banker in the Financial Institutions team followed by Country Director for Kazakhstan, KyrgyzRepublic and then Country Director for Tajikistan, Armenia, Azerbaijan, Belarus, Georgia and Moldova.  In January 2009 he assumed his current responsibility as Director for Turkey.

He is a business graduate of MasseyUniversity in New Zealand.

Mr. Davey began his professional career with the Bank of New Zealand, then continued with DFC (NZ) Ltd followed by nine years at the Asian Development Bank.




Stefka Slavova
Alternate Director for Poland, Bulgaria and Albania
EBRD Board of Directors

Stefka Slavova, a Bulgarian national, was appointed Board Director at the EBRD on February 1, 2010.

She joined the EBRD after 10 years at the World Bank in Washington DC, where she worked most recently as a Senior Economist in the Investment Climate Department, advising different countries on the design of commercial laws and regulatory frameworks related to private business. At the World Bank, Ms. Slavova spent four years working on private sector development projects in the Latin America and Caribbean regions. She also contributed to various research studies and reports, focusing on investment climate issues.

Ms. Slavova holds a PhD in Economics from the London School of Economics.


Guido Paolucci
Programme Manager of EBRD-CEI

Guido Paolucci is Programme Manager of the Office of the CEI Fund at the EBRD (London). He heads the two CEI offices located in Trieste and London. Among his current tasks are related to the management of the CEI Trust Fund at the EBRD through TC and KEP (Know-how  Exchange Programme) projects.

Mr. Paolucci’s expertise spans over 35 years in technical areas such as procurement and transport infrastructure with major International Financial Institutions (EBRD, WB, AfDB, etc.) and private firms in Central and Eastern Europe, Africa and Latin America. In all his postings Mr. Paolucci gained direct experience in managing all phases of a project cycle, i.e. from project identification and appraisal to implementation and monitoring. In particular, working as Area Manager and Director of Tenders Office for Railway International Consortium in 1983-1992, he acquired specific expertise in railway construction and rehabilitation in several countries of the world. Mr Paolucci is especially well-versed in procedures associated with FIDIC conditions of contract. 


Yavuz Kaynar
Principal Banker, EBRD

Yavuz has extensive experience working with start-ups competing in the Internet space as well as Fortune 500 companies developing new products to reach wider audiences via the internet. Before joining EBRD, Yavuz was the CTO of iLab Ventures, one of Turkey’s largest Internet investment and portfolio management houses. Previously, he was Director of Technology and Technology Architect at One to One Interactive (Boston, MA) helping Fortune 500 clients reach their online goals through use of advanced technology. Yavuz started his career as a Software Engineer at CSC in Virginia and he has an MBA from MIT and a BS in Systems Engineering from University of Virginia.



Martin Spicer
Manager, Infrastructure and Natural Resources, Southern Europe, IFC

Martin Spicer is currently based in Istanbul as the Manager for IFC’s Infrastructure and Natural Resources business in Southern Europe, including Turkey. 

Previous to assuming this role in September 2010, he was the Chief Credit Officer for IFC’s Infrastructure and Manufacturing business in the Europe, Middle East and North Africa region, also based in Istanbul.  From 2004 to 2006, he was a leading member of the newly established Sub-National Department, helping to establish this new business line for IFC.  From 2000 to 2004, Martin was based in Bangkok, Thailand, where he was responsible for IFC’s infrastructure portfolio and new business generation in East Asia.  Martin joined IFC in 1996, focusing most of his time on transportation projects in Latin America. 

Martin’s educational background includes graduate degrees from the Wharton School at the University of Pennsylvania and the School of Advanced International Relations (SAIS) at Johns Hopkins University. He received his Bachelor’s degree from Stanford University.

George Tabakov
Chairman of Bulgaria Economic Forum and Chair of the Organizing Committee of SEEBF

 Mr. George Tabakov is Chairman of Bulgaria Economic Forum and Chair of the Organizing Committee of SEEBF.

His successful professional career begins with the establishment of the Advertising Agency “Tabakov Advertising”.

From 1997 to 1999 Mr. Tabakov passes through the whole hierarchical chain in the Ministry of Trade and Tourism. He starts as a Chief Expert in the Foreign Investment Department. From July 1998 to December 1999 he is Deputy Minister of Trade and Tourism with main responsibilities – foreign investment promotion, foreign trade regime, dual-use goods regime, foreign programs and foreign technical aid. As a Deputy Minister in 1999 he takes part in the establishment of the Stability Pact for Southeast Europe on behalf of the Republic of Bulgaria.

Since 2000 Mr. George Tabakov is also an active participant in the OECD’ Investment Compact for South East Europe.

Between 1999 and 2000 he is member of the Board of Directors of Tobacco Enterprise “Bulgartabac-Dupnitza”.

From 1999 up to 2002 he is Chairman of the Board of Directors of Plovdiv International Fair, one of the biggest fairs and exhibitions in South East Europe.

In 2000 he takes on the management of the Bulgarian Foreign Investment Agency and chairs it until end of 2001. After that he is elected as Chairman of Bulgaria Economic Forum (BEF). Every year BEF organizes the annual South East Europe Economic Forum, which has turned to be one of the most prestigious events in the region. From 2004 Mr. George Tabakov is also a member of the Board of Directors of Ecobulpack and since 2012 he is the Chairman of the Board of Directors.

George Tabakov graduated the FrenchCollege in Morocco, after which he continued his secondary education in the FrenchLanguageSchool in Sofia until 1987.

He graduated the Moscow State Institute for International Relations and has a Masters Degree in International Economic relations.

Alex Nestor 
Director of Corporate and External Affairs – Bulgaria, Dundee Precious Metals 

Alex Nestor is Director "Corporate and External Relations for Bulgaria" of "Dundee Precious Metals". His responsibilities are to develop strategies for the company's relationship with local and national authorities in Bulgaria on behalf of the "Dundee Precious Metals". He is also the main media "face" of the company. 

He has 25 years experience in managing large international projects in the mining industry. His rich experience has significant contribution to his success in the U.S., Canada, Russia, Kazakhstan and in recent years also in Bulgaria.

In 1980 Alex Nestor graduated MA in mechanical engineering from PolytechnicUniversity in Wroclaw, Poland. 

He is a member of the Association of Professional Engineers in Canada and the Association of Mechanical Engineers in the U.S.

Kiril Temelkov
Chief Executive Officer of Bulgartransgaz EAD, Bulgaria

Kiril Temelkov obtained his Master’s Degree in Economics in 1999 at the University of National and World Economy with a specialty “Economics and Management of Trade”.

In 1998 he won a scholarship in Bulgargaz EAD and between 1999 and 2007 he worked there, and after the restructuring of the company in 2007 – in Bulgartransgaz EAD. During the period 2000 - 2008 he held the position Head of the Commercial Department. He worked as consultant in the management of various energy projects between 2008 and 2010.

In May 2010 he took over the management of Nabucco – Bulgaria ЕООD.

As of June 2011 he serves as a member of the Board of Directors and Chief Executive Officer of Bulgartransgaz EAD.


Ruediger Hoeben-Stoermer
Chief Executive Officer, Lufthansa Techink Sofia, Bulgaria

Ruediger Hoeben-Stoermer has an Engineering degree of University of the Federal Armed Forces Hamburg, Germany, 1992, a Master degree of Business and Engineering Fernuniversität Hagen, Germany, 1998and a Doctor’s degreeUniversity of the Federal Armed Forces Hamburg, Germany, 2000.

He worked for German Navy and University of the Federal Armed Forces. In 2001 he joined Lufthansa as Project manager Customer Service in Engine Overhaul, Hamburg. From September 2002 to June 2005 he was Sales Executive Government & Special Mission Aircraft Services, Central Sales, Hamburg.

For a number of years he was Director Product Sales in Aircraft Overhaul & Modification Services, Hamburg and from September 2007 – April 2010 he was Director Network Management, Aircraft Overhaul & Modification Services, Hamburg. In April 2010 he became Director Operations, Aircraft Overhaul & Modification Services, Hamburg.



Andrey Kondakov
 Black Sea Trade & Development Bank

Mr. Andrey Kondakov was appointed President of the Black Sea Trade & Development Bank as of 16 July 2010 for the period of four years.

He started his professional career as a research fellow in 1982, specializing in international investment project financing. In 1988 he joined the Ministry of Foreign Affairs, Department of International Economic Relations and held progressively responsible positions in Moscow and abroad before becoming Director of the Department in 2002. Throughout his career, he was mainly in charge of issues of the Russia’s participation in International Financial Institutions, investment and financial relations and regional economic cooperation. 

As of 2006, he became a Member of the Collegium of the Ministry of Foreign Affairs (Ministerial Board). Mr. Kondakov served as a Russian G8 Foreign Affairs Sous-Sherpa and a member of the Governmental Commission of the Russian Federation on the Accession to the WTO and OECD. Mr. Kondakov headed Russian delegation to the accession talks with the Asian Development Bank and Inter-American Development Bank. In 2003 - 2007 he was a member of the BSTDB Board of Directors for Russia. From July 2007 to July 2010 Mr. Kondakov served as the BSTDB Vice President Banking.

He graduated the Economics Faculty of the Moscow State University and has a Ph.D in Development Economics.

Mr. Kondakov is married and has two children.

Roman Matkiwsky
Director, Energy & Infrastructure, Black Sea Trade & Development Bank

Roman Matkiwsky is responsible for the Energy & Infrastructure portfolio at the Black Sea Trade & Development Bank.  With over 20 years of experience at Macquarie Capital, Skanska Infrastructure Development, Société Générale Emerging Europe Asset Management, and the European Bank for Reconstruction and Development (EBRD); Roman brings a strong track record of both corporate / project finance as well as private equity / infrastructure investment.

 Born in Canada of Ukrainian and Polish parents, Roman is fluent in several languages (Ukrainian, Polish, with a good comprehension of French, Italian, and Russian).  After taking a Bachelor of Commerce degree at the University of Toronto, he became a Chartered Financial Analyst, which he followed with an MBA at IveyBusinessSchool at the University of Western Ontario. In Canada he embarked on his banking career at the Royal Bank of Canada.

Roman is married with two children, and is an avid lover of sports (cycling, tennis and sailing), international affairs and art.  


Orhan Aytemiz
Director, General Industries, Transport and Tourism II, Black Sea Trade and Development Bank

Orhan Aytemiz is a Director at the Banking Division of the Black Sea Trade and Development Bank, since its establishment in 1999. He is in charge of General Industries, Transport and Tourism sectors in six of the BSTDB’s countries of operation, namely Albania, Azerbaijan, Bulgaria, Georgia, Romania and Turkey.

Mr. Aytemiz is also Chairman of the Supervisory Board of AccessBank Azerbaijan (former MFBA), representing BSTDB, since its establishment in 2002.

Prior to joining the BSTDB, he served at various positions in several commercial and development banks. His banking experience includes development, assessment and implementation of sustainable projects in Turkey, Russian Federation, and various Central Asian, Eastern European and Caucasus countries. In addition to bilateral loans and equity investments, he actively works on co-financing and syndication transactions, jointly with various international institutions and commercial banks.

Mr. Aytemiz holds a M.A. from University of Michigan (U.S.A.) and a B.S. from Middle EastTechnicalUniversity (Turkey).

Ekim Alptekin
TABA/AmCham President, Turkey 

As the President of the Turkish American Business Association (TABA/AmCham Turkey), K. Ekim Alptekin is committed to TABA’s mission of boosting Trans-Atlantic trade and bolstering the commercial angle of the decades-long Turkish-American partnership. Further, Ekim Alptekin serves as a member of the Turkish-American Business Council’s (DEİK / TAİK) Security Committee. 

In the diplomatic realm, Ekim Alptekin serves as the Honorary Consul to Albania, a NATO-member and long-time US ally. 

On the business front, he is the founder and president of EA Aerospace A.Ş, a co-partner of Eclipse Aerospace, Inc. (an Albuquerque, New Mexico-based aircraft manufacturer). He also serves as the Senior Vice President and is a Member of the Board of Directors of Eclipse Aerospace.

Bojan Jankovic
Deputy Director, Serbia Investment and Export Promotion Agency

Mr. Bojan Jankovic is the Deputy Director of the Serbia Investment and Export Promotion Agency of Serbia (SIEPA), a Government Agency dedicated to supporting investors and Serbian companies. He supports a staff  of around 50 multilingual employees working out of the company’s headquarters in Belgrade which handle projects from and to all over the world. Before being appointed as the Deputy Director (October 2007), Mr. Jankovic worked as FDI Advisor for the company for three years on some of the largest projects in Serbia. The list of clients he worked with includes companies like Ball Packaging, Asahi Glass Company, JTI, Siemens, Delphi automotive, Leoni, NCR and many others.

 Prior to SIEPA Mr. Jankovic spent three years working with the international leader in detergents and cosmetics business Henkel, a company itself a very important investor in Serbia. 

Education wise, Mr. Jankovic holds a BBA degree from Institute Franco American De Management, Paris (2001) and an MBA on the European University in Belgrade (2005). He is currently a scholarship attendee ofthe Cotrugli Executive MBA program. 


Dimitar Nikolov
Marketing Director, InvestBulgaria Agency

Dimitar Nikolov joined the InvestBulgaria Agency in 2004 and became its marketing director in June 2006. He has extensive experience in various sectors of the Bulgarian economy.  Mr. Nikolov has worked for over twenty years for several major Bulgarian export oriented companies, ten of which he spent abroad. Prior to that, he worked for six years as an engineer in the industry.

Mr. Nikolov holds a MSc degree in Economics and Foreign Trade as well as a Master in Chemical Engineering.

Ms. Blazenka Miskovic is Deputy Director at Foreign Investment Promotion Agency of Bosnia and Herzegovina.

Priory joining to Foreign Investment Promotion Agency of Bosnia and Herzegovina, Ms. Blazenka Miskovic was a Marketing Professor in High School "Travnik", Nova Bila, Bosnia and Herzegovina (December 2008-March 2009) and Project Manager in Group ESC, Continuing education Centre Travnik, Bosnia and Herzegovina (July 2008-December 2008).

Mustafa Karahan
Chairman, Energy Traders Association

Mr. Karahan is currently a Shareholder and Director of EFT Power Trading Company in Turkey and Chairman of the Energy Traders Association.

As economist with an MBA degree from NY Tech, he started his career as an equity trader in Istanbul. He has traded many financial products in his career for different financial institutions. In 2004 Mr. Karahan left his position from HSBC Bank to start his own business in Kazakhstan. His firm executed more than 500 million forfeiting transactions. In the meantime he became part of real sector investments such as construction chemicals with BASF, concrete with Ciments Francais Group and entertainment sector with Galatafilm. In 2008, he moved back to Istanbul to establish power trading company with EFT Group. Mr. Karahan has been operating in power sales and trading business since in addition to advising number of institutions.

Kyriakos Vlahos
Member of the Board of Commissioners of Regulatory Authority for Energy of the Republic of Greece

Kiriakos Vlahos got his first degree in Industrial Engineering from the Greek National Technical University (1985), and a Ph.D. in Energy Economics from London Business School (1991).  He is currently an Associate Professor of Decision Science at the Athens Laboratory of Business Administration (ALBA).  Previously, he has held positions as a Senior Consultant at Caminus Energy, Assistant Professor at London Business School and Energy Economist at Goldman Sachs. He has held visiting professor appointments at Copenhagen Business School, Athens University of Economics and Business, China-Europe International Business School and Reykjavik University.  He has been a member of the Board of the Greek Regulatory Authority for Energy since 2005.


Kiriakos Vlahos has been working for more than 20 years in the area of energy and environmental planning and has served as a consultant to a large number of energy companies.  His research work has evolved around the study of the energy sector and its interactions with the economy and the environment.  He has been a frequent presenter in international conferences of Management Science and invited speaker to short executive courses on electricity planning.

Aleksandar Medjedovic

Aleksandar Medjedovic, born in 1970, is a German/Serbian national with university education in Political Science and Economy and resident in Istanbul/Turkey.  His professional experience includes sales, development and upper management positions in the field of trade fairs and trade publishing, mainly gained with large British and German media and business services groups, in Switzerland, Germany, the USA, Singapore, Serbia and Turkey. Since 2000, he is heading the Turkish operations of Messe Frankfurt Exhibition GmbH, one of the world’s largest trade fair groups.  Aleksandar Medjedovic is a founding member of the Turkish-German Chamber of Commerce and Industry in Berlin/Germany and an active committee member of the Union of Chambers and Commodity Exchanges of Turkey (TOBB), where he has been serving on various business councils within the Southeastern European Division of the Turkish Foreign Economics Relations Board (DEIK). He was elected as Chairman of the Turkish-Serbian Business Council at DEIK in September 2010.


Dragan Kostic

Mr. Dragan Kostic is Deputy Chairman, Chamber of Commerce and Industry of Serbia. Since 1996 he manages the Free Zone Pirot- leading export processing zone in Serbia. Before that he worked as Senior engineer in department of investment  at Tire factory Tigar Pirot.

Plamen Dilkov

Plamen Dilkov, Eng. was born on January 21, 1972 in the city of Sofia. He graduated from the University of Trento at Meziano. After a short academic career, he started working on some of the largest infrastructure projects in Northern Italy. He was involved in the construction of oil pipelines in Bahar, Russia. In 1994 he joined the team that constructed Italy’s research base in Antarctica. He served as the Vice President of a leading Italian engineering company in Northern Italy where he managed infrastructure projects worth over 1 billion Euro.
On July 1, 2006 he became the Industrial Development Director of Petrovilla Group in Italy and CEO of Vez Svoghe JSC. In 2008 he was named the Executive Director of Petrolvilla Bulgaria- PVB Power Bulgaria JSC. In just a year and a half he managed to commission the first generation facility of the Sreden Iskar Cascade Project. Up to 06.2012, were constructed and put into operation three SHPP - HPP "Bov" 3.025 MGW, SHPP "Svrazhen" -3,5 MGW, SHPP "Tserovo" - 3.00 MGW. The
Sreden Iskar Cascade Project includes the construction of nine small hydro power plants with total capacity of 25,7 MW along the Iskar River. The total cost of the Sreden Iskar Cascade Project is estimated at EUR 115 million.

Ms. Filiz Katman is Assist. Prof. Dr. at the Department of Political Science and International Relations at Istanbul Aydin University. She is also Director at Istanbul Aydin University Energy Politics and Markets Research Center (EPPAM) and Editor in Chief at EPPAM Policy Brief.

Alexander Bogdanovic
